What Does the Elkhart County Council Do?

“The financial powers of the County are placed in the County Council. The Council appropriates all funds and levies all County taxes. There are seven Council members, four Council districts, with one member from each district, and three Council members elected at large.”

Adam Bujalski / County Council At-Large

Adam Bujalski has called Elkhart County his home for two decades and has dedicated himself to serving him community through military service, his work, and elected office. He was first elected to the County Council in 2020.

He is focused on working with department heads and office holders to ensure proper management of county funds, maintaining local decision making, and stopping the ‘brain drain’ that is affecting our communities.

I currently serve on the Boys and Girls Club of Nappanee Board of Directors, am a member of the Sleep In Heavenly Peace of Elkhart County Advisory Committee, am a member of the Past Presidents Committee for Junior Achievement of Elkhart County and I am a Board Member of the Economic Development Corporation of Elkhart County.” – Adam

Steven Clark / County Council At-Large

Steve Clark is a U.S. Army Ranger school graduate, combat veteran, attorney, and local businessman. Serving you as an at-large County Councilman and representing all of Elkhart County, Steve is dedicated to upholding conservative principles and fiscal responsibility. He was caucused into office to fulfill the remaining term of the late Tina Wenger. He is running for his first full elected term.

Steve served as both an Elkhart County Deputy Prosecuting Attorney and a Reserve Police Officer with the City of Nappanee Police Department. Because of those experiences, he has some understanding of the long hours, missed holidays, and extremely stressful jobs law enforcement men and women must endure to protect our community. As a Councilman, Steve serves as the liaison to the Elkhart County Sheriff’s Office, and he voted for pay raises for our local deputies, which the County Council passed.

Tom Stump / County Council At-Large

Tom Stump was first elected to the County Council in 2012 and currently serves as the Council President. He is a graduate of Purdue University and is the owner/operator of Cripe Septic of Goshen. A former member of the Goshen City Council, Tom is dedicated to effective government and fiscal responsibility and has led the council to replenish the county’s rainy day fund, fund our essential services, and keep a watchful eye on all budgeting. He currently serves as the Council Liason to the Humane Society, Personnel Committee (CCPC), Elkhart County Justice Reinvestment Advisory Council, Prosecuting Attorney’s Office and IV-D Court.
